rapport est probablement unique. Destiné à un large public allant des étudiants aux décideurs politiques et aux experts de ces filières, Arcadia en propose une analyse rétrospective pour mieux offrir aux lecteurs des clés de compréhension de leur développement à venir.
Fruit d'une collaboration entre CyclOpe et le Policy Center for the New South, le rapport Arcadia est rédigé par une dizaine d'experts internationaux sous la direction de Philippe Chalmin, Professeur à l'université Paris Dauphine et d'Yves Jégourel, Professeur à l'université de Bordeaux et Senior Fellow au Policy Center for the New South. -

Commodity prices were once again marked by significant volatility in 2017 and 2018. While there are many economic factors to explain this, politics were also present-trade tensions between China and the United States and, more generally, a rise in uncertainties-weighing upon the global macroeconomic outlook and the `dynamism of the markets'. Africa, which has countries with strong growth rates, has, however, been able to show solid economic performance, and this trajectory is not likely to wane in the years to come. The heterogeneity of the continent nevertheless remains intact, both in terms of the economic performance of the countries that make it up and the situation of the various commodities markets (agricultural, mineral, energy) to which it is exposed. The economic, political and societal challenges that it must overcome are major and this cannot be forgotten. Focusing on Africa and the world's raw materials markets is certainly about understanding markets as diverse as cocoa, coffee or vanilla; oil, coal or gas; copper, gold, platinum or phosphate, but it is also a keen observation of the structural changes on the continent. It requires multiplying and cross-analyzing to understand the importance of `local content' and social responsibility policies. It means understanding the whole issue of water resources management and the optimization of agricultural production while further understanding the sensitive issue of critical raw materials: all topics that the reader will ¬ find, among others, in this 2019 edition of the Arcadia report.
The Arcadia Report is written by about twenty international experts under the direction of Philippe Chalmin, Professor at Paris Dauphine University and Yves Jégourel, University lecturer from Bordeaux and Senior Fellow at Policy Center for the New South. Guinea's bauxite, Moroccan phosphates, Nigerian Bonny Light, Zambian copper, Côte d'Ivoire's cocoa, Ethiopian coffee or Madagascar's vanilla: all are examples demonstrating that raw materials have a dimension that is as global as it is local. Global by the markets on which they are traded, local by their quality, a key element of their price, and their macroeconomic impact, particularly for Africa. In line with the 2016 CyclOpe report, which celebrates three decades of existence this year, the first CyclOpe Africa report wanted to reflect this double feature, which is so essential for anyone interested in understanding how these exciting markets, whatever they are, function. The reader will find an exhaustive analysis of the situation on the raw materials markets that `count' for the African continent in 2015, and the first months of 2016. They will also find more comprehensive chapters on macroeconomic conditions prevailing today in Sub-Saharan Africa, but also on public policy in Africa, and particularly on the issue of infrastructure, which in Africa is known to be, perhaps more than on other continents, one of the catalysts for strong and inclusive economic growth.

In 2016, the countenance of Africa emerged slightly reas-sured. While global growth has remained fairly dull, with sluggish international trade and economic packages on the continent continuing to fail, the rebound of prices for many commodities along with a sustained investment dynamics have somewhat dispersed the threatening clouds that had obscured its economic horizon in 2015. A slight improvement therefore, but which should not make us forget that the macroeconomic performance of Africa has been disappointing and that the heterogeneity of the continent remains so, both in terms of the economic performance of the countries it comprises and the conjuncture of the various commodities markets (agricultural, mineral, energy) to which it is exposed. 2016 has also been marked by major political and geopolitical events whose consequences cannot be neglected. Africa and the Global Commodity Markets is a means of grasping the reality of the cocoa and coffee markets, iron ore, oil, gas, copper and phosphates in the same light, while keenly observing the structural changes of the continent. It means being able to appreciate the economic development of many African countries without forget-ting the importance of the economic, logistic or human challenges that the continent as a whole still has to face. Après la crise asiatique de 1997, ce sont les dominos - russes puis brésiliens - qui ont sauté en 1998-1999. Les marchés monétaires et financiers ont connu, à l'automne 1998, une crise de liquidité d'une violence extrême, alors que les prix des commodités s'effondraient. Ceci n'a pas empêché les économies "atlantiques" (Amérique du Nord et Eurolande) de profiter à plein des conséquences des révolutions industrielles de cette fin de siècle.
Depuis 1986, le rapport Cyclope analyse l'univers fluctuant et instable de ces marchés, qui sont désormais la toile de fond de l'économie mondiale. Crise asiatique, russe, brésilienne, affaire LTCM, réforme de la Politique agricole commune, passage à l'électronique des marchés dérivés, et développement des nouveaux marchés de l'environnement. Voilà quelques-uns des thèmes analysés dans Cyclope 1999. Mais le lecteur y trouvera aussi une analyse exhaustive de tous les marchés, de l'ananas au zirconium, des taux d'intérêt à l'énergie, intégrant - dans chaque cas - les données statistiques les plus récentes.
